The article examines the legal and organizational problems of the formation
of police structures in a number of industrialized countries, emphasizes that during the
creation of police forces there were a large number of problems caused by objective and
subjective circumstances, however, many foreign countries have managed to create an
effective police force. The historical significance of formation and acting of the police as
an independent state institution in that period is that it was one of the most powerful and
effective tools in establishing a centralized statehood in most major countries of continental
Europe at that time, such as in France, Austria, Prussia, and Russia. Using the armed forces
in law enforcement was not so popular. Police force in the modern democratic states is
functioned in accordance with the one of two basic models of its organization: the “conti-
nental European” and “Anglo-Saxon”. Legal support of anti-terrorist activity is a guarantee
of successful crime prevention within countries, as well as cooperation in the fight against
international terrorism.
