The article is devoted to some issues of penitentiary policy of the States
during its reformation. The author gives a short analysis, characteristics and statistics,
devoted to the problem of the research. Criminal (prisonous) subculture has strongly
entered into lives not only of convicted persons but also of ordinary citizens. For solv-
ing this problem, it is necessary not only active steps of law enforcement, but also
harmonious, joint actions of the state and public institutions.
