Abstract

 The founding fathers of classical
criminology are the Italian criminologist Cesare
Beccaria and the English philosopher Jeremy
Bentham. The main concepts of their theo-
ry lie in not the severity of punishment but
the certainty and celerity of criminal sanctions
which effectively deter people from commit-
ting crime.
