REFORMS, OPERATIONS, AND DIRECTIONS OF THE SYSTEM TO COMBAT CRIME IN MONGOLIA

This scientific article analyzes the legal foundations of the organizations combating crime in Mongolia, including the police, prosecutors, courts, and correctional institutions. It reviews the process of reforms in these institutions, the results achieved, and examines the conditions of crime fighting and response measures. Additionally, it provides recommendations for future directions. Within the scope of the objectives outlined in the article, official statistics from law enforcement and judiciary institutions from 2006 to 2023 were collected and analyzed using an international methodology to determine crime levels, focusing on the indicator per 100,000 population. Moreover, public attitudes toward the police and courts were determined using national and international research findings, with conclusions drawn by the researcher. In the analysis of the legal reform process, a document analysis methodology was applied. The research concluded that although reforms to the crime-fighting system in Mongolia have been ongoing and continuous, the measures for combating crime and ensuring public safety have not been as effective as expected.
