: A building during an earthquake creates major risk, a topic that has attracted the attention
of not only Mongolia but countries throughout the world.
In recent years, as the likelihood of earthquake instances has increased, there is a possibility that
human lives are lost provided that issues related to vulnerable old buildings and the newer or currently in
construction buildings are not raised.
It is reported that Mongolia has the type of underground soil that amplifies earthquake risk to higher
levels. This means, if an earthquake strikes, it is unclear who bears the ownership of responsibility in recover-
ing the damage costs. As a result, significant losses are transferred to public, business entities, organization
property as well as human health. For this reason, prevention of future earthquake damage and fight against
this disaster are determined by the following factors:

Level of investment in the construction industry has been increasing each year which now calls for
an improved state monitoring system, increased duty and responsibility of construction companies as well
as regulations for quality building constructions that meet safety standards for residents; be present in line
with this rapid rise
Those organizations whose interests and duties are to serve for and protect national security should
carry out preventive measures and consider the level of quality of both established and currently in construc-
tion buildings in Mongolia in order to support safe community environment, to commit to human rights and
provide dedicated services in liaison with human rights.
