Abstract

 Mongolia has developed human rights, freedom and justice since adopted a
new Constitution. According to Its situations the political parties, civil society organizations and
citizens have organized peaceful movement and expressing their perceptions freely.
Historically few of activities approached the public disorder, we assume that it will be
more likely negative approach in the future.
Throughout the world, particularly in emerging democracies and developing countries
restore social challenges for a social crisis and public disorder, and consequently the country’s
crisis and internal anarchy were common.
The armed forces, usually involves increasing support in times of crisis, such as border
military, police force.
This decision of the government of the countries of the Constitution, international trea-
ties and agreements, and coordinate the activities of the Armed Forces of the other laws and
regulations are based.
Participation of the armed forces for internal and foreign countries, by the United Na-
tions resolutions and decisions to based on other legislation.
