Abstract

There is studied the basic concepts in judiciary in the constitutions of 1924
and 1940, the first democratic judicial system and its management and organizational legal
formation, the creation of basic concepts of the Court Administration according to the
juridical structure and distribution of rights and obligations. There is also overviewed reg-
ulations of management rights and obligations of the head of the court specially covered
in law even there is not mentioned rights and obligations of the independent unit – court
administrative organization from a primary procession unit-court management of the peo-
ple to the professional management structure of the State High Court system
