Abstract

Victim compensation was developed because of the government’s moral re-
sponsibility to providefinancial relief to victims of crime, to enhance public safety, and to
encourage citizen cooperationwith the criminal justice system. Prior to victim compensation
fund and programs, victims and survivors were often not able to access financial reparation
for costs associated with their victimization or loss. Criminal injuries compensation fund is
real and efficient way to providefinancial relief to victims of crime and to encourage citizen
cooperationwith the criminal justice system.
