Abstract

Universal Human right declaration and the Constitution of Mongolia declare that the state has
the duty to protect human rights and freedom of their citizens, especially the right to life as well as to live in
a safe environment. The Constitution guarantees the citizens of Mongolia have the fundamental right to life.
Unfortunately, characteristics, movement and structure of crimes have been changed a lot and it has still been
registered sensational murder offences committed by more rational methods
